I see that 1.7.0 is already in experimental, but 1.8.1 has a lot of improvements and new features.
Is it possible to package it?

The new update for v1.8.1 has been ready[1] yesterday. It requires
rlottie[2] as dependency which is still in the NEW queue. As soon as the
library goes into the archive, we'll upload telegram-desktop right away.

I'm sorry, but my report was about version 1.8.1, the one that has got backward incompatible features.
I believe 1.7.14 still doesn't have them.
