This is not Flatpak's fault. Please choose either stable, stable +
backports or testing/unstable, and don't mix stable (+ backports)
with testing/unstable.

Yep, you are right. I just couldn't find this package. google search only
gives those first:

I should have used `apt search [...]`

Thank you also for mentioning the problem with apt. But `libflatpak-dev`
only suggests `systemd-coredump`. And accidentally typed `apt install -t
bookworm-updates systemd-coredump` instead of `bookworm-backports`.

As a developer/debugging tool, it's in libflatpak-dev.
If you can suggest somewhere that you would have looked for this
information, documenting that would make sense (but I am not going
to choose some random location and document it there, because there
doesn't seem much point in documenting it somewhere where you would not
have looked).
Another reason why it should not be in the main flatpak package is that
this would make the main flatpak package depend on python3, which otherwise
is not required.
